The short answer
A bill of quantities (BOQ) lists measured work items, units and quantities, with rates and amounts when priced. It helps compare proposals against the same drawings and specification. Check its revision, measurement basis, allowances and exclusions; a BOQ does not automatically include all owner costs or eliminate later variations.
What should I check first?
Confirm the project, drawing revisions, specification references, units and whether quantities are measured or provisional. Request separate identification of allowances, taxes, site overheads and exclusions as applicable.
Can two BOQs be compared by total?
Only after checking that quantities, work boundaries and quality requirements match. A missing item can make a total appear lower even though the owner still needs to purchase it.
How does a BOQ change during the project?
Maintain the original priced issue and a written variation register. Agree how remeasurement, substitutions and additional work are valued under the contract.
